P.N.H.P. explained why this bill would be very costly to the consumer. (Personally I don't understand it.) But they have a link about it on their website. Yeah I should have gotten it. This was a long time ago.   I wrote to them and said "for the amount that is already coming out of my check for the poor and elderly, why not take that amount out again and cover me?"   I called it HR676a
